Job Description The Business Administrator II, under general supervision, manages the full range of business activities and human resource related functions including reviewing and approving business documents, developing and providing quantitative data, and strategic methods and pathways for position management, retention and personnel related changes for employees in the College of Agriculture, Food and Natural Resources (CAFNR) for its land-grant programs. This position serves as the departmental contact to assist with classification, compensation, staffing, hiring, onboarding, and other human resources related needs.
This position is funded by a grant or restricted funds. Continued employment is contingent on the renewal of grant or restricted funding. This position may pay more than the salary listed above depending on the qualifications and experience of the selected candidate. Responsibilities: - Assists with the preparation, identification, collection, analysis, and review of personnel data for operation and special reports to provide statistical data as needed; identifies guidance for key performance indicators and improvements. Assists with making strategic human resources related recommendations at the departmental level; provides evaluation of current organizational structure with leadership based on needs assessment and plans, develops and/or assists in the implementation of organizational changes/restructure; determines the needs and provides solutions for areas and managers needing support to effectively document business processes and shape departmental and organizational culture and employee retention.
- Initiates and submits forms and/or data change actions for existing employees; Develops and/or assists in the development of position descriptions for faculty and staff of the College as appropriate to ensure effective measures are incorporated for accountability and evaluation; conducts salary review and compensation and classification changes/requests, provides recommendations, submits forms and process data changes accordingly; conducts degree verification checks for existing staff for promotion and new Extension Agents for compensation calculator/salary offer; manages the reclassification review and submission process. Serves as secondary contact for payroll administration; runs and certifies bi-weekly & monthly pay calculation reports; works with departments to ensure that bi-weekly timesheets are submitted and approved in a timely manner, reviews and verifies for accuracy, and makes immediate and appropriate changes to payroll actions; serves as the secondary departmental Time and Effort Coordinator for the College.
- Meets, plans and strategizes with unit managers on strengthening current and/or developing new initiatives as it relates to current and future organizational structure and changes; partners with the Director of Business Operations for growth and expansion and other organizational changes and movement that will further advance the College; maintains and updates college's organizational charts; partners with Director of Business Operations and Budget Specialist to approve new positions and update budget/position analysis; provides HR updates and reports to CAFNR leadership and the Office of Human Resources as needed. Reviews and submits all data and compensation changes for additional pay (salary adjustments and/or other salary increases), teaching overload, lump sum payouts, career ladder progress, educational attainment, and/or one-time payments, etc.; and reviews faculty teaching contracts and offer letters.
- Trains staff on new and existing business procedures and interprets policies and regulations for staff; conducts departmental training and provides guidance on all areas of human resources based on areas that need assessment; updates departmental HR processes and procedures; participates in departmental orientation to acclimate new staff to departmental procedures and protocol. Monitors, reviews, and evaluates complaints/compliance issues, program policies and procedures, statutes, and rules. Assists in interpreting and ensuring compliance with federal, state, and local laws, rules, and regulations; conducts reviews and assessments for departmental H/R related issues assigned to the College; coordinates with applicable University Departments to ensure that administrative procedures for human resources include specific language as it relates to land-grant initiatives and positions. Collaborates with centralized offices such as University Compliance, Human Resources, EEO, Research Administration, and Sponsored Research Services, etc., as needed. May supervise full-time positions and/or undergraduate/graduate student employees.
- Participates and assists in college-wide events, activities, committees. Performs other duties as assigned.
Required Education & Experience: - Bachelor's degree or equivalent combination of education and experience.
- Six years of related experience.
Required Knowledge, Skills & Abilities: - Knowledge of word processing and spreadsheet applications.
- Strong interpersonal and communication skills to provide exception customer services.
- Excellent planning and organizational skills.
- Ability to multitask and work cooperatively with others.
- Strong analytical and critical thinking skills.
Special Requirements: - Applicants with equivalent experience in lieu of a Bachelor's degree may be considered. One year of the related experience is the equivalent of one college year. Applicants being considered for the equivalency must have four years of related experience to meet the equivalency in lieu of a Bachelor's degree plus the minimum required years of experience. Applicants being considered for the equivalency must have a total of ten years of experience.
